It would depend upon the plastic and the speed of the dremel; I would start at low speed and use light cuts myself. I saw a tutorial where they used a pin vice to drill several holes and then a modeling knife to cut along the "dotted line". My other thought was a small dremel tool but I'm very scared that could stress the plastic or cause cracking.
