How possible is it to watch DVD's from a different region on a DVD player? I found an Anime DVD on EBAY , but it is Region 2, will it play at all on a Region 1 DVD/BLU RAY Player?

You would need a region-free DVD player. They are available, but they're usually something you have to very specifically shop for. Most players in any given region are hard-coded for the specific region they are sold in.

No. A region-coded player will only play discs coded for the same region and discs which do not have a region code.

iirc Older PC DVD drives does not have a fixed region when bought, and they will determine the region by the 2nd discs you watched.(you can watch any region on the 1st disc, the 2nd disc's region will determine the drive's region)

And most Chinese brand DVD players are region free.
