So how much offical information is there on the Kingdom of Scandinavia from the Seed CE series? They are mentioned several times, and seen briefly as allies of ORB.
Do they have their own defence force? Do they produce MS? Can people from ORB move there or vice versa?

Almost none.
We know what real world countries comprise it (Norway, Sweden, and Finland), that Siegel Clyne was born there in 22 CE, and that its commitment to its official policy of neutrality was pretty wishy-washy as it was pressured into joining the Earth Alliance.
It has a grand total of, I think, about two sentences in Mobile Suit Gundam SEED: Mechanics & The World.
