Cosmic Era Factions?
So in CE we have multiple factions outside of the Earth Alliance, Zaft, and ORB, so how independent are these groups? ORB is able to amass a large amount of military equipment and personnel, but what about the other groups? Can the Unions have their own Military? Their own Ships and Mechs? Or would that be going against a rule imposed by the EA? Because in the latest chapter of SEED Eclipse(SPOILER) it's implied that the Equatorial union has their own ships, or even their own navy.

The Earth sphere in CE is still divided in nations. PLANT, Orb, Atlantic Federation, Equatorial Union etc. are all different nations.
The Alliance in earlier parts seems to be "just" a military alliance where joining is ultimately voluntary, but then ofc Atlantic Federation went Dubya-style and declared "you are either with us or against us."
