That's Kamen Rider Zolda, from Kamen Rider Ryuki. He's a self-proclaimed super lawyer who fights for immortality. The guy in the back is Goro, his secretary.

I guess the joke is that they both like green and have similar voices.

No, I found it on another forum where this person does omake parodies to each Gundam 00 Episodes. In part 2 where Exia is left headless and missing its left arm floating in space, Setsuna is actually yelling:

"Those aren't Gundams! You people are not Gundams!!!"

For those of you who take Gundam 00 for granted, just be glad the series didn't end up being produced by the same studio charge of a certain infamous Gundam show.

if you're referring to SEED, then yeah we should be thankful that mistake wasn't made again.

Seed wasn't that bad. Not great, but not that bad.
Destiny was atrocious. Which was a pity because it got off to such a great start.

Not bad, but I like Thundermuffin's take on CE vs. AD better.
