Given the situation the ship is in, that wouldn't surprise me at all.
They were basically hung out to dry by the rest of the EFSF fleet in space when the fighting started.
Granted they had their hands full, but I would think if they knew about the Space Ark, and perhaps more so about an operational Gundam, they might have tried to get them out and in among the main fleet force instead of leaving them to fend for themselves as part of an internal (colony) resistance.

I don't know, when you take all the side stories into account, the Federation had more gundams than they knew what to do with (F90III, Silhouette, Neo, etc). The F91 Gundam is rather unexceptional (even dated), save for the bio-computer, and I doubt that would warrent an excursion into Cosmo Babylonia, risking an energy embargo, and of course the more immediate threat, the highly trained Crossbone Vanguard's counterattack.
