Jupiter Energy Fleet?

So is the Jupiter energy fleet a military or paramilitary organization? It's not clear if they are tied to the Earth Federation, and they seem to have a military structure and weaponry. For example in ZZ the crew are shown saluting to the captain of the ship, plus Sirocco built his own mobile suits, and rather easily took both them and his ship with him when he joined the Titans.

The Jupiter Development Enterprise Group is under the jurisdiction of the Federation Forces Staff Council of the Federation government. This is because Helium-3 is not only needed for space development and maintaining Earth’s economy and lifestyle but is also regarded as a “strategic material” that is essential for the operation of military vessels. However, the Federation Forces are only responsible for escorting and quarantining the fleet within the Earth Sphere and are not allowed to conduct inspections or audits that may interfere with its operations. This means that the Jupiter Development Enterprise Group is politically neutral and has an independent internal power structure and operating philosophy.

In that website there is a picture of the Zeon Jupiter fleet from MS ERA. Next to the Musai we can see a bigger and longer ship which is probably the Zeon's Helium 3 transport ship. In Gundam 0083 Rebellion at the end Jupiter is shown and you can see that same ship in the background. I think that is a pretty cool callback to MS ERA books. Captain Zeon also first appeared in MS ERA and now he got turned into a character in the Gundam Build anime
