What exactly was Flay's rank/position on the Archangel? She's the communications officer on the Dominon, so what's her position on the Archangel? She just seems to hang out, rather than actually doing anything in specfic(she dosen't work on the bridge, in the gally, in medical, or mechanics) like the other characters.

Given that Flay was the daughter of an important Atlantic Federation government official, she was probably given a relatively safe, low-impact job somewhere in the ship's administration. Somewhere she would be unlikely to end up in trouble in a combat situation like a clerical position under the ship's quartermaster. Deliberately antagonizing or knowingly endangering the spoiled brat daughter of the Vice-Minister of Foreign Affairs would've come with a threat of major consequences for one's career.
