Was Fuala always a Newtype?(SPOILERS)

In Victory Gundam Fulala starts off as a frontline commander, but doesn't pilot a mobile suit. After she saved from being executed she's assigned to pilot several Newtype units. Was Fuala always a Newtype, or was she made an Artificial Newtype? if so why exactly? it didn't seem as though she had previous experience as a pilot. In most other cases of people being enhanced as a Newtype they either have previous piloting experience(Chara, Mashymre, Gyunei) or had the possibility of being a powerful Newtype( Quess, Katejina).

Always felt that they turned her into a Cyber newtype instead of just awakening latent abilities. After all, she needed her bells to focus so its less possible of her being a natural Newtype. I heard that she was an artifical in the novel but i can't really secure since it didn't read it to that point yet.

It does seem that at times that characters in Gundam undergo a change radically different from where their character started off. Like Glemmy in ZZ starting as a rookie who had numerous failures and was randomly promoted to be in charge of not only a whole fleet, but also an experimental Newtype Corps that apparently nearly perfected cloning. The story explains that Tassillo was (apparently) pardoned after his botched execution and made to work for Kagate again. But why they chose to turn Fuala into a Newtype pilot is unexplained. Though it stands to reason that Fuala had in fact started out as a pilot before working her way up to a high ranking position as Commander of the Largain Base(Like how Pippeiden starts of as a pilot commander, then spends the middle of the war as a ship commander, before returing to mobile suit piloting at the end), so like Tassillo she was once again "Useful" in the eyes of her superiors. And again, maybe the novel has more information...
