not everyone in Empire has to be in LV.

Barstow has quite a bit of Imperials right now because they're doing weapons testing just outside.

Whichever, things are pretty even right now. Empire has 6 PCs, Firebrand 4, and 8 Mercs who have eyet to join either side.

Although I'd rather let SNT1 answer that, in previous posts he's suggested that he isn't worried about balancing the sides unless it gets severely lopsided.
