Earth Federation Uniform?
Do different uniforms signify different ranks in the Earth Federation? Aside from Bright(and the other Pre Enlisted personnel) everyone else on the White Base has uniforms that look completely different from any other series in the Universal Timeline(A variant appears in CCA but they're part of a taskforce). Are the uniforms to signify the civilian recruits are of a lower rank than enlisted personnel, or could the producers have decided to phase out the uniforms to replace them with a more "Realistic" design.

No, in the Earth Federation Forces a soldier's rank is indicated by rank pins worn on either side of the collar and on the uniform's shoulder loops.
The Principality of Zeon actually does give different uniform jackets to different ranks, because rank is indicated by a pair of rank pins worn on the collar and/or the embroidery on the chest of the uniform jacket and the cape that junior and senior officers wear.
