GINN High Maneuver Type II(SPOILERS)

Were these units originally supposed to be their own taskforce? We only see them during the Break the World incident, and there aren't that many units. So were Sato's team assigned the GINNs and then went rogue, or did the group steal the units? The incident itself is implied to be something of a False Flag Operation, so did Blue Cosmo's help Sato's group , or was Durandel or someone else in ZAFT involved?
