On Earth or any one gravity environment a mobile suit won't actually be that mobile. Bipedal locomotion is about 1/10 as efficient as other means so a mobile suit will actually be unable to move at more than a walking pace without a REALLY big engine. Mobile suit biggest advantage = mobility. Armor may be sacrificed, but in battle, mobility is more important. Even the strongest armor can be breached, thus, armor should be left as final resort.
