Just rewatched some of Igloo myself. My bad there. They even have a Zaku I at the Depot that gets raided as a sign of the times. At that point, even if the re-evaluation went well, they probably didn't even intend to use the Hildolfr design other than to put a dent in the stalemate in their favor.

I didin't think the stalemate had hit them at that point in the war. If the Federation was using stolen Zakus and relying on stolen goods from Zeon supply depots, that would give me the impression that things were going well for Zeon.

Ohh, so I interpreted that wrong. So there really wasn't a point to the second test then. I would imagine that the machine was largely unchanged between those two evaluations. The report that the 603rd gave was favorable for the Hildolfr. Did they happen to mention why it was rejected again?

So the developers made the change to the Hildolfr in order to get it re-evaluated in order for it to go into production... make it capable of fighting other Mobile Suits and not just a huge long-range weapons platform. Geoxile. they sent the machine on a suicide run long after the suit was in development. I don't think he's questioning why they did that. The question is asking why develop it to begin with. Ahh the side-effects of forshadowing in our own timeline. It's a good thing 00's writers jumped so ridiculously far ahead in the future... they're not due for hundreds of years for that stuff to be disproven. As if an Anime would prove anything to begin with!
