To my knowledge, the N-Jammer's radar hindering ability was only mentioned a few times in the original SEED. The effect is also very incosistent throughout the animation, so it's possible that the radio-jamming is much more limited than its primary purpose.

Actually, it got upgraded in the Unicorn novels to the Full Psycoframe.
