It actually looks like it has the WZC backpack arms, or at least the outer pair. So some of the feathers are anchored to something substantial, even if others look like they're just kind of floaing in air.

But seriously, my money would be on five to six revealed Gundam Frames after all's said and done. We've already been teased with what's probably a fourth so seeing at least one more isn't an unrealistic assumption.
