So, episode 2 of Iron-Blooded Orphans is the latest instance of this phenomenon. If I'm not mistaken, it seems in this case that they simply broadcast it out so anyone can hear, even those not inside a mobile unit. At least, that's what it sounds like in some parts.

Maybe Sunrise has found the sweet spot for Gundam with Build Fighters and Reconguista and is merely continuing that trend. There's nothing wrong with that. Plenty of shows have only 25/26, or even 12/13, episode counts.
