Yeah, these were just throwaway references in the vehicle specs from the Roman Album. Since Gundam Officials opted to privilege the Roman Album specs above all other sources, they've lived on in later publications.

Let's say its getting dominated by the Bugu and Zaku would have seemed more like a technology problem instead of a mismatch in piloting skills. (It was actually a less humiliating rout than, say, the Scarlet Team in Gundam 0080.)

That explanation from the HG kit manual seems to boil down to "it didn't have a heat hawk," though, which seems like a weak explanation for what the story depicts as a vast categorical difference.

I suspect that part of this is due to recycling of existing CG models at Sunrise central. The Gaza C and D knuckle busters are generator-connected, not E-CAP weapons. The Ga-Zowmn profile from Unicorn confirms this.
