Okay, so it still does it, but on such a small scale that it's not noticeable/does not have the environmental impact of a larger ship reactor.

It seems a reasonable assumption that wrecked ships and their Ahab Reactors were present in there, yes - since MS Ahab Reactors would not have had that effect based on what Seto was saying.
