I'm going to be honest, Myth, most depictions of the Zaku seem to depict it as being faster than that. I think, this is one of those cases where the numbers need to be rewritten.
I am pretty certain that we've even seen some of the ships do better than this, especially White Base.

I believe the idea is that this heavy slab of armor can be rotated by the mobile suit to block attacks. Sure you could cover all sides but that would massively limit the movement of the arm and what it could carry. You could give it its own mechanism to flip around like they do with some later model...
