Yes, a colony can hold up many millions but 30 millions are too much. In Gundam we see that many colony is between 3 and 10 millions. Each colony (open type) is 325 square km. The only lunar settlement I've seen a population figure given for was Von Braun. In Gundam Officials , it's said to be the largest/most populous lunar settlement... home to approximately 50 million people.
