As far as I knew, it was pretty much a production level rumor. As was said, Kojima/Konami was so deep in MGS4 that any news of Z.O.E.III would have been hard pressed to surface.

Part of me says that with an 'unfortunate' twinge. The other half is glad. The need to make an RTS on a console that, out of the box, has mouse and keyboard support on a console platform.
