Segata Sanshiro was an advertising mascot for the Sega Saturn, a parody of Sugata Sanshiro, a legendary judo-ka from a Kurosawa movie. As you said, he was played by Hiroshi Fujioka, best known for playing Takeshi Hongo/Kamen Rider #1.
The ads are full of over-the-top insanity, including Sanshiro doing all of the following (and much more):
-Judo-throwing a man so hard he explodes
-Beating the crap out of an entire night club full of people because they weren't playing Sega Saturn
-Winning a soccer game (as coach) by picking up a benched player and throwing him in the way of a penalty kick; another ad has him stop a kick by Judo-throwing the goal (and earning a yellow card in the process)
-Training in the mountains by running with a gigantic Saturn on his back, and punching the buttons on a giant remote.
-Frolicking adorably in a field of cherry blossom trees with Sakura Shinguji of Sakura Taisen fame, and still being manly afterwards.
-In his final ad, around the launch of the Dreamcast, a rival company launches a missile at Sega HQ. Sanshiro jumps off the building, catches the missile, and diverts it into space where he dies a hero's death, delivering his legendary catchphrase "Sega Saturn shiro!" (Play Sega Saturn!)
So basically, Sanshiro earned the reputation of being Japan's answer to Chuck Norris (post-meme).

Well, rather surprisingly, Fire Emblem is joining the game with Chrom and Lucina as a pair unit. Likewise, Xenoblade's Fiora will be partnered up with KOS-MOS.
