Any data on this MS?

A friend sent me this pic, and I'm wondering if this is a fan-made Gundam or if it's got a source somewhere and might have some data about it. Thanks.

If I'm not mistaken, that would be the Y Cluster Gundam. I think it was another F90 Gundam unit, the number on the shoulder should give a hint. I remember it being somewhere on MAHQ.
