You want to ensure that everyone's skill is validated on the same equipment, otherwise someone would come in.....you know, a state of the art possibly illegal mobile suit with a stronger Permet connection or man-machine that makes it easier to pilot. Because of the novel and recalling details from the Witch from Mercury's Prologue, I think the reason Suletta can handle the system, is because of the implications of there being an AI in the Lfrith that likely got transferred over to the Aerial.
