It is not just an adaptation, it got its own original stories. They have overlapping parts, but you also get more than the OVA. It is a limited example of an expanded universe, not a full fledged one. It's not in continuity with the animated material, though... so it's not really an expanded univer...

I'm not very familiar with VOTOMS lore as a whole, but I do recall reading something about that in Master File Armored Trooper ATM-09-ST Scopedog. A quick skim says the section about the muscle cylinders starts around page 55.

Even if the Earths moon is destroyed, maybe they could still colonize the moons of the other planets: it would give access to the resources without as much difficulty in terraforming..
